INDIANAPOLIS – Individuals in recovery from a substance use disorder often have difficulty finding and securing safe and affordable housing. To address this need, the Governor’s Office, the Division of Mental Health and Addiction (DMHA) and the Indiana Housing and Community Development Authority (IHCDA) have partnered to create the Landlord Mitigation Reserve Fund. The goal of this new program is to encourage landlords to lease available units within their property to individuals in recovery.

“We are committed to helping people in recovery from a substance use disorder overcome barriers and find more open doors here in Indiana,” said Governor Eric J. Holcomb. “This program provides both support for individuals recovering from a substance use disorder and incentivizes landlords to lease available units to them.”

Individuals with a felony record who are in recovery from a substance use disorder and are having difficulty securing rental housing are encouraged to submit an application to DMHA for the Landlord Mitigation Reserve Fund. Those who meet eligibility requirements will receive a certificate.

“A substantial body of evidence makes clear that access to safe, affordable housing is a major contributor to improved health and well-being,” said Jay Chaudhary, Director for DMHA. “This increased stability improves the likelihood that these individuals will have the foundation needed to maintain long-term recovery and decreases likelihood of setbacks and recidivism.”

While the certificate does not negate the eligibility requirements established by each property, IHCDA will encourage landlords to accept certificate holders when units are available within their property.

In the event there are damages or past due rent that relates to the tenant’s substance use recovery, landlords can submit a claim to IHCDA for review.

“Housing is one of the key social determinants of health,” said Jacob Sipe, Executive Director for IHCDA. “We look forward to educating landlords about this new program and helping to eliminate any stigma that may exist.”
